The city of Amersfoort signs multi-year contract with Scenexus

City digital twin for integrated urban planning

Amersfoort, October 28th, 2025 – Scenexus and the municipality of Amersfoort have signed a multi-year contract formalizing a collaboration in the field of predictive digital twins for integrated urban planning. The collaboration focuses on improving accessibility and the living environment in Amersfoort using Scenexus’ Urban Strategy platform.

This agreement gives the municipality of Amersfoort access to a new, powerful tool that will support the city with exploring scenarios and making decisions in the areas of spatial planning, sustainability and mobility. For example, the digital twin can support the development of the recently adopted Strategic Urban Plan.

The use of a predictive digital twin also makes it easier to involve stakeholders, from citizens to the municipal council. Urban Strategy is able to immediately visualize the impact of policy choices.

Scenexus sets up the Urban Strategy platform with all relevant data and calculation models, trains users and maintains the software.

Amersfoort Strategic Urban Plan

In order to keep Amersfoort accessible and livable in the future, the city wants to take a different approach to mobility. The Amersfoort 2030-2040 Strategic Urban Plan forms the basis for this policy. The plan focuses on sustainable mobility, with an emphasis on walking, cycling and public transport. Inclusive mobility is a core principle, ensuring that everyone has access to destinations.

The city encourages shared mobility and is adjusting its parking policy to create space for green areas and meeting places. The plan also includes measures for emission-free mobility and cooperation with regional and national partners to improve accessibility.
